After the events of SPECTRE and The Final Problem. The US government is outraged at the British governments past mistakes: the destruction SPECTRE posed and the crime spree Psychopathic-genius Eurus Holmes went on ignored, they are especially angry that their closest partner and ally did not trust them with this information. During a classified World Intelligence meeting, The US exposes this information The British Government hid from the rest of the agencies, throwing accusations of corruption and ulterior motives.
