Ryan Jameström, vingt-et-un ans, est Meneur depuis plus d'un an, à la solde du Roi Bileygr. Son meilleur ami, Barty, est en secret révolutionnaire. Un soir alors que Ryan faisait sa ronde, il tombe sur le meurtre de son ami sous ordre du Roi. Ryan va alors commencer à avoir des doutes quant à la divine utopie mise en place par l'administration.
Dans ce monde, dès que vous naissez vous êtes placés en orphelinat. Là-bas on vous insère une faculté spéciale et on procède souvent à un lavage de cerveau afin de vous inculquer les lois. Vous devenez alors un chien bien docile, aux ordres de sa Majesté.
