Todoroki developed feelings for Midoriya. The one that saved him, the one that freed him. Todoroki didn't just have a small crush on him, he gets an itchy feeling whenever someone gets too close to Midoriya. He gets worried if Midoriya seems to be hanging out with a particular person a lot. Todoroki doesn't have enough courage to tell Midoriya how he feels, but he doesn't want anyone taking the small green-haired male away. Never.

Edit: I've redone some chapters to better grammar and explanation since this fanfic is getting a lot of attention lmao.
