Set in an alternate future where the government rules over all and those who don't follow the status quo are sent to a prison called the Camp to work hard labor, rumors of rebellion are quickly taking root. These rebels have tried to overthrow the Citadels before, however, and they are not the heroes the Citadel citizens wish them to be. Nor has lived in a Citadel orphanage for thirteen years after she was separated from her family during the last rebellion against the government. Sean's primary directive is to serve, and assist these two in their investigations, but something deep inside of him has other plans.
