They believe that everything can be found at the top of the tower, but nobody has reached the top yet. The highest accessible floor in the tower is the 134th floor and there are still many more. The tower was built by a man from the outside, so let's say that some people from the outside became interested.
Let's say those people moved into the tower. The question is ... where?
If those people wanted to live in an environment that is similar with the outside, then there would be only one place for them.
