Ciel, being the extremely secluded and confident noble he was despised the idea and had tried to turn it down. But when you have Her Majesty urge and insist something of you, you can't exactly turn it away.
So there stood a reluctant Ciel Phantomhive, not only by the side of his pitch black butler but by the side of the Queens Doll, Enid Grace. She to prefered working alone, not even with the help of a butler. Yet, she understood the importance of the mission and turned her back on her stubborness.
