The Milky Way

Our universe is actually subdivided into ten different parallel universe's. One for every planet and the sun, because in each universe a different planet has people on it.
All of the other planets have developed technology to be able travel to the other dimensions. We are the only planet out of the loop. The other planets have sent visitors to out world, but never gotten any response, well now the situation is dire because there is a huge universe changing decision to be made, and they need our vote. The other planets have sent a diplomat to our Earth, with much more power than all previous ambassadors.
The ambassador must find our heir to Earth's throne in the Council of Nine to make their vote and break the tie. And either party may have some difficulty swallowing the decision made by Earth's heir, so she must play her cards wisely, like a true politician.
