Hugh Darrow - the man who orchestrated the Aug Incident of 2027 - and politician Bill Taggart actually survived the destruction of Panchaea, and managed to make their way back to Detroit unscathed. Now Jensen must find them and bring them to justice for the atrocities they've committed.
