After the failure of keeping his invention away from the wrong hands, Dr. Flug's invention sends the Villainous crew into another place where evil is brought down. They find themselves in a forest near Colossal City, Black Hat thinks that this is a good opportunity to take over the city but is faced with the Dark Knight Rider who thinks he is part of the HIVE. Once the ultimate evil rises within the city Black Hat is ready for a challenge to prove that he is the Ultimate Evil in the universe.
