After Usagi lost her mother she avoided using ninjutsu and genjutsu with that all of the people in her village taught that she is incompatible to use ninjutsu.
And so her great grandfather Saizo Suzumiya the founder of their clan
decided to send her off to the Adagaki clan to be wedded to the great Hanzo Adagaki and to bear his children.
