The government are selling ordinary citizens' information to criminal gangs, making it easy for them to choose targets and 'help' them, creating a new and pure city...
The public are being brainwashed into thinking everything is okay and nothing is wrong. They can't see properly. 
However some can. 
Only seven people out of the whole of Los Angeles have seen or escaped what the so called 'Government' does to the public and intend to stop it.  But barriers must be broken, gangs must be stopped, trust must be gained or lost and the men and women of Los Angeles need to wake up.
