There will be no marriages permitted between two citizens more than two years apart in age. 4. Constant pay will be issued for every working citizen. The cost of living will not increase more than 0.3%. 5. At birth, every citizen is required to receive a vaccine. This will prevent disease and early death. Failure to comply will result in death.
