Decapitated bodies have been turning up on the streets of  of a small town named Victoria and the inhabitants are scared.  Ten murders in two weeks ― each found with a  bulletin of a single letter that leads to the mystery of the murderer.

When Dr. Philips, a retired detective of NYCPD, have become a victim of such crime after one of is close relatives was pronounced murdered, he decides to take over the job that Victoria's Police Department continuously fail to succeed, and uncovers the riddle of the convicted murderer. 

However, as he receives threats and someone begins to blackmail him, it causes an abrupt halt to where he started and the killings soon turn into a game that he must play along with. The only way out is to win a game of Simone Says or rather turn it into a game of his own.
