A classic "prince and the pauper", set in a dystopian world where the government is harsh and oppressive. Rand, a high-strung young man, is a rule-breaker, and doesn't care for the government. He joins 'The Spectrum', an anti-government Organization, while Elio, a government official, is sent to spy on the spectrum.

They start talking, and to Elio, it is only keeping his cover, but can Rand open his eyes to the world and the government's actions, and maybe fall in love?
