This takes place after season finally of Flash, Arrow, and Legends except Leonard (captain cold), Tony (Girder) and Bivolo ( Rainbow Raider) are not dead and Hartley Rathaway ( Pied Piper) did not turn into a good guy because of Flashpoint.

Sara Lance lost her Sister Laurel and her father Quentin who were both killed by very bad people. When she decides that she needs a break from being the White Canary she tells her fellow legends that they should take a break from time traveling just for a while.
Leonard Snart seen Sara and how she was handling her fathers death and she was not taking it well he had to do something to help her grieve the only way he knew how to grieve was stealing things and well since he couldn't kill anyone, stealing was the only option. Snart wanted to help Sara grieve.
