Since world war 2, It became common knowledge that vampires were not just legends, that in fact, these mythical creatures existed. As a way to bridge the divide between humanity and vampiric kind, they formed schools specially catered to their children. Those humans who wished to join their society were also welcomed with open arms. Though vampires didn't have a country to call their own, they still had laws that all had to abide by and a vampiric council to keep those laws regulating.
