This world consists of many kingdoms and many lands. Some of these kingdoms are peaceful, and there are also kingdoms always at war.  Now, there is a certain tradition to declare war. A ruler must send their cut-off hair to the enemy ruler. The statement carries greater weight the longer the hair: to receive long hair says that you have angered one who is slow to anger, that you have incurred a wrath not easily awoken. This tradition isn't only for different rulers. Citizens will cut off their hair and send it to their ruler right before revolting and other similar situations. There is also a slight difference in the hierarchy. In this world females rule.
