Raymond Reddington has a person that helps him whenever he needs him...
This Helper for Reddington is known as The Phantom.
His abilities to kill and not get caught, leads the FBI to never be able to put him in jail because The Phantom never leaves anything behind to get caught.
The Phantom does any job that someone wants done. For example killing, kidnapping, hacker extraordinaire or even torturing somebody. He always gets the job done, it doesn't even matter what the job is.
He only requires a certain amount of money or if he gets a favor out of it.
His name is Cai Xuhan...
