A New York starlet in the 1990's - finding herself menacingly past her due date -- heads up to the mayor's mansion every Wednesday morning. That's when young Ashley Burroughs cleans the pool, getting it ready for summer and the steady stream of visitors that Maersk Lloyd, the city's party-mad mayor, uses to entertain his 'guests'. Mayor Lloyd is away every spring at the annual mayoral conferences, so Sutton takes advantage and scores with Ashley.

Unfortunately, Millicent Folger -- Sutton's former colleague and now rival -- also covets Ashley's charms, and her interference puts her and Millicent on the rocks, so Millicent devises a way to get back at Sutton.

But revenge is only the beginning of It Happens Only in Spring.
