Many of them have already been appointed jobs such as police officers, and cashiers. Day to day, humans command them, and tell them what to do, rarely showing any care for them. 

So how long will it take for them to start realising they don't need to do what they are made for?

Obviously, this failed. Crime broke out. Everyone was fighting each other and the society the government promised turned into a disaster. So, the government decided to do something about it. They decided that everyone who rebelled against them or did anything bad would be put into a perfect android body which was devoid of doing anything wrong. But, they would also be drained of their freedom and emotion. They would be slaves to the government. The majority submitted to the government's orders. But some didn't.
