A conduit can be a hero

In a world, before quirks were born, a radioactive explosion circles the whole world, giving special people powers who called themselves "conduits". The explosion gives them super natural abilities and use different elements as their weapons, but in the future, people fear that conduits are stronger than any quirk in the world and it's true, but, they believe they will use them for evil. Until, a new government force called the D.U.P led by Brook Augustine, they capture all the conduits around the world, no conduit has escape that for years. But, a new one will rise up and show the world that a conduit can become a hero, even though he's quirkless.
