Powers have escaped from peoples control, leaving them to drown in exile, for the safety of others. 
Young Ell and Dawn have lived together as friends for as long as they can remember, two orphans walking the streets because their parents were killed. Their powers escaped.
Now Ell and Dawn meet a mysterious boy, one of which can control many different things under the element of fire. They wish to help him conceal his powers, to leave the regions, but it's not that easy.
