When a world known murderer escapes from the clutches of the police, it is now time for the W. A. O. ( World Aggents Ossociation ) to step in.

Each agent of the W. A. O. is assigned a country to stay in while staying undercover. All agents have been given undercover jobs while on the search for their murderer.

Each agent lives under these three rules:
1. Protect citizens.
2. Track down anyone or anything that is a threat.
3. Don't get caught.
