Harry can control things, do things other 19 year old boys can't,
as he finds himself in a position to control four other teen's lives, and what happens to them.

But when Carmen, a new member to the 'group' of Harry's mere mangle of broken kids whose lives he has power over, shows up as the new girl in school, Harry sees more than just a puppet in her, and he is taught that even if you control other ones, you can still have a life of your own.
