They only knew of the twins, Wanda and Pietro maximoff or also reffed to as the Scarlet witch and Quicksilver. Unfortunately Pietro, Quicksilver, died saving Clint Barton (Hawkeye) and a young Sokovian boy from Ultron. So now they only knew of The Scarlet Which, I mean she was the last one of two of Strucker's experiments, right?
What if there was a third?
What if there is another one no one knew about?
