He might not have ever noticed her at the Garrison because they were in different classes and he never wanted to pay attention to the Mullet's life. But when he saw how much Luna cared for people, and would do anything for her friends, he fell in love with her. He might flirt with all girls he meets, but Luna was different. there was something about her that made him way too nervous to even talk to her.
