Rako est le plus jeune d'une famille japonaises habitants de Tokyo vivant dans le quartier de Kabukichô à Tokyo. Rako est un avocat prometteur, mais se rend vite compte que la justice n'est pas aussi juste qu'elle prétend être. Etant croyant de la religion shintoïste, il s'adresse directement à la divinité japonaise Izanami pour lui demander que justice soit faite dans son pays. Il reçoit ainsi des pouvoirs de justice, lui permettant de devenir avocat/juge du tribunal des enfers, pouvant ainsi condamné les criminels de la société dans l'autre monde et rendre le monde réel plus paisible.
