They can speak to vampires when they want and ask questions but only with consent.

Rank three is the best a human can be, their like pure blood dogs. They are treat like royalty almost, but it's not so easy to be a third ranking human you must be beautiful, educated, respectful and above all know your place. Even though they are more or less respected by vampires in the sense they can engage in conversation when every they please they have to know their limits, such as, they will never be better than vampires, they will always be below vampires, they will always be pets and above all they must never say no.

Second rankers can be bought by middle class and semi important vampires, but third rankers get bought by very important, very rich and very high class vampires, such as top politicians, lords, ladies, princes, princesses, queens and kings.
