 With two unsuccessful takeovers the remaining members of Cipher, the Shadow Pokémon creating syndicate, are struggling to stay hidden after their defeat at the hands of a boy named Michael two years ago at Citadark Isle. 

Aldos, the once second in command and twin son of Master Greevil, has now taken control of Cipher's branches and now plans to rebuild and strengthen Cipher to beyond even its former infamy.
