The kingdom Octius is secluded from the modern world. When the royal family has children, it's always triplets that have magic. The three magic types are evasive, combat, and healing. When they are thirteen the kingdom chooses who will be the next ruler. If they are not chosen to be king/queen, then they are executed. 
One year, a queen sends off two of her children to monks when they are born. Now none of her children will die. 
The kingdom of Octius is at peace with the gnomes, dwarves, elves, halflings, even dragons. This leads to the misconception that they're safe.
