After the Enhancement Project of 2040, which was supposed to extend the life of all humans who took it, children were born with mutation ranging from simple telepathy and strength to regeneration. To protect the human population from corrupted mutants the Human Protection Agency (HPA) was created to stop criminal activity with the use of other mutants.

Kenny is an agent of the HPA with the gift of regeneration, the only known mutant with this gift. When a group known as the Twilight Syndicate introduces themselves to the world chaos reigns within the population as all mutants are led out of suppressing their gifts.
