An Australian-American criminal organization called The Cartel sells everything, from information to drugs to arms to humans. Somehow they've managed to escape the grasp of every government. 

The CIA is hot on their trail this time, though, and they send two of their own undercover. One decides to bring along a young doctor, a victim of The Cartel, and an old friend of The Cartel's suspected leader. Their mission: to infiltrate The Cartel. 

All they need to do is find out who the leader is-or leaders are-and gather evidence to convict-maybe kill, too-him or her.
