Ex-General Mikhail Morosov runs a vigilante syndicate in Russia after the Cold War. Known in the underground as 'General Winter', his group is what could be counted as the Mafia's police, governing them strictly and ensuring that the mafia is a separate world. However, he meets a little girl in the snow and impulsively adopts her, forcing him to re-evaluate his friends and allies.
