This takes place after the mountain. Clarke is on the run from her demons, and she finds herself in the wrong hands. The commander of the 12 clans makes choices which would be seen as weakness to the other clans, but that is not what is on on her mind. 

They have to learn to work together once again, and give each other the trust they need to fight another war.
