Kellin is a 17 year old gay boy in a very judgemental school. He also has a power. He controls the weather with his emotions so Harrisville was pretty much a very rainy town. 

Vic  his bully hates rain and doesnt know he is the cause of the "weather gods" unhappyness.

After three years of bullying Kellin, Vic thinks its time to befriend Kellin. Just to see what happens.

There is some Andley in it too.
