Phoenix O'Hara is the only known human immune to the non-violence effect of the TechWear society had recently been implanted with, meaning she is the only one who can physically harm someone. This results in her being placed at the head of a supernaturally-talented group of individuals, the Elite, whose main responsibility is to capture and Promote the Rogues (the humans without implants who wish to remain free from society) with TechWear. Phoenix is also the only Promo who is emotionally and physically  numb as a result of her implant.
	Zero follows Phoenix as she and her team attempt to bring the remaining Rogues over to their side, willingly or otherwise. It is the story of an emotionally numb girl trying to find her path in life, even though that path prevents her from truly being with the only man she might have ever loved. His name is Reid Falcon, and his brother is the Rogue commander, responsible for the attacks on the Promoted.
