Off on the east coast, was a laboratory-like building, heavily guarded and kept secret from the public. It's supposed job was to create weapons for people who were powerful and rich enough to buy them. These weapons were either machine or 'modified' humans, this is where Max was born. It wasn't until she was bought out by a powerful business man, living in the heart of New York, when she realized there's so much more to this world than being a weapon.
