Having an enemy is what makes you stronger. Or so they have said. This wasn't the case for Project C.  Project C was launched back in 1991, by  where they found an abonded baby. After a week no mother had came to claim the baby, so they took the baby under their wings. Trained her, feed her. You get my point. Project C was kept secret from the public. Later FBI named Project C, Clara Bridges. Hoping no one would notice. None of the public did, but the Falcons noticed. They didn't even tell Clara, she is a Project.
