All of this is the same from U.A except Todoroki has depression and Midoriya also has depression and they go through hard times. Todoroki keeps getting abuse from his father and Todoroki thinks he is weakless
While Midoriya is getting bullied by Kachan(Bakuguo). How will these two boys ever solve thier problems? (They have no quirks for this story.) They do love each other deeply but in that way(you pervs). They love each other like a happy couple I guess?
