Four miracles and a little Witch

There are four kids in this world that each a different magical affinity. The government must find these kids before the destruction of Earth. Even though they are each somewhere around the world, the government doesn't give up and sends four retrieval teams after the children.

The "Witch", has the magical affinity of Devine power. She can destroy and create stuff at will. She plans to destroy the Earth.

Who is the "Witch"? What is her story? Who are the children? And will they save the Earth? Or will Earth be obliterated?
