After Napoleon crushed the United States with a lightning speed invasion, he dissolves the government, and places his brother Joseph in charge of the newly formed French Parliament of America (a Napoleonic puppet government). James Monroe is kicked out of Quebec as they side with the new French rule, therefore, Monroe places his eyes on Ontario, filled almost entirely with old British and new American citizens, to secession as a new Republic, Napoleon tries to quell the rebellion which sparks international anti-French movement, and controversy.
