They are everywhere collecting souls but it's dangerous for a human being to be able to SEE them because it can provoke a change on the death. Humans are moved by emotions. 
For me who was born with this power i don't want to get involved with anything. I must say that i have this power because i am half shinigami (my father fault). I don't do their work because my mom hided me from that world. Oh i can see angels too and all those supernatural weird stuff. I just pretend i don't see them.
