After the 10 Tails was defeated its power was made into 9 different beasts. You probably all know that, but what you probably didn't know was that there was a large amount of the 10 Tail's chakra was left over even after making the over powered beasts, so they did the only thing they could think of. Right after the child named Naruto had the 9 Tails sealed into him they sealed the left over chakra in a baby. As soon as the child's parents found out the 10 Tailed chakra was sealed in their child that's when they decided to name her Akuma right before throwing her to the orphanage. He also found out he has inherited the nine tails and the sharingan from both parents. After that one fight, the rest is history.
