Within District 8, where there is always smog and the people are always at work to supply the Capitol with textiles, Valora and her brother Alexander are determined to make the best of what life has dealt them. Valora is set on becoming a sought-after seamstress and live as uneventfully as she could manage. Alexander only wishes to help his younger sister and protect her at all costs, just as he promised his parents before their deaths. It is time for the 69th Hunger Games and all that the siblings could hope for is that they make it another year without being reaped.

Those hopes are crushed abruptly. At sixteen Valora gets reaped and has no choice but to adapt as quickly as she could, for even the most minuscule slip-up could lead to an untimely demise. She is forced to put up a front and play the game better than the Capitol does. She must be as sly as a fox to appear as a worthy contender.
