After a strange broadcast on TV, some of the robots have become a lot different. They have become discolored and they've turned into psychotic zombies. They also tend to scream loudly, making robots in a 10 foot radius become corrupt hours after the sound is here. Now Megaman and friends have to figure out the source of the noise, but luck is not on their side.

The last remaining human survivors started independent nations and built underground tunnels expanding underwater, linking other underground nations for support. Humans and the robotic army are continually at war with one another for dominance of the earth. Zane Cooper, who is a unique individual with an odd appearance that has the ability to control electricity.
