Raven could have cared less about The Powers, they weren't hurting her and she didn't hurt them. But government saw them as dangerous, and it would stop at nothing to make them look bad. Even if it meant hurting or even... killing innocents. 

That's how it started, The War, the killing of one person. The killing of a nine year old little girl. 

One thing is promised, the government will drown beneath her waves. Raven was a Power now and she will stop at nothing to get revenge.
