He brought in several people to the island of Isla Nublar in order to endorse the idea of a dinosaur theme park. A park where people could interact with living and breathing dinosaurs. A story was fabricated stating the Costa Rican government fire bombed Isla Nublar, they pulled some strings to get the islands restricted, and managed to quell the outrage. Life returned to normal. People avoided the islands, afraid of what monsters lurked upon their shores, but it was only a matter of time before powerful individuals began to see the island as a potential gold mine.
