Sandi says his goodbyes to his owners as he passes away, but on his way to Heaven, where all dogs go, he finds himself face to face with Dog (the dog version of God). The heavenly Dog describes to Sandi that many dogs have become lost on their way to Heaven and Sandi must help them find their way. He is given thirteen different dogs to escort to the pearly gates, and with each dog he helps, he comes closer to entering the gates and being able to watch and protect his person from the clouds.
