The black-coats are a large criminal enterprise that both the FBI and the CIA have been hunting for years. When two seemingly separate investigations go wrong at the same time, and two high-ranking agents go missing, are assumed dead, both hunting the same illusive enterprise, it isn't hard to figure that something is wrong.

The black-coats are gathering their own facilities to run tests on the new subjects they've acquired.

Almost four years after the unfortunate death/disappearance of the two agents, a new and mysterious figure pops up in the midst of a group of high level black-coat operatives.

When the woman who calls herself Cannon is thrust into the arms of said operatives, she finds herself questioning everything she knows about the black-coats.

They are a close-knit, intelligent and near-unstoppable organisation. So why don't their agents know anything about the horrible things they're helping the black-coats achieve?

As all of this is happening, a young FBI agent by the name of Arizona Kiranovich is destined to cross paths with the criminal enterprise. Of course, that was exactly how she wanted it.

With so many players in a game that nobody seems to understand, can anyone win?
