The people who were constantly tested in this laboratory thing, were not allowed to leave this building. Many of the people hadn't even seen the "outside world", as some like to call it. 
People git either brought here by force, choice or they were here already once they were born.
The "outside world" doesn't know a thing what happens inside of this building. They've been told that once the people or students...get out, they'll be able to control incredible powers, that'll help to safe their "upper world".
